Civil Aviation Development Fund Expands its Fees to Include Business Aviation

The Civil Aviation Development Fund Tentative Procedures issued in March expanded its range of fee collection to include business flights.
As an important part of modern air transportation, business aviation refers to general aviation activities that provide no-ticket flights to clients that are doing commercial, political, economic, and other related affairs. In the recent years, business aviation has grown fast. Preliminary ratings show that, domestic business flight sorties in 2009, 2010 and 2011 were 3,151 sorties, 4,552 sorties and 6,297 sorties respectively, growing at an average annual rate of 40%, highly above the growth rate of commercial flights and other general aviation services.

日前新出台的民航发展基金征收使用管理办法将公务飞行纳入了征收范围，其他通用航空作业继续免征基金。
公务飞行作为现代航空运输的重要组成部分，主要是指使用民用航空器（通常为30座及以下），根据客户的行程安排，为其开展商业、事务、行政等活动提供无客票飞行服务的通用航空活动。近几年，我国公务机业务发展势头迅猛。据初步统计，2009年、2010年和2011年，国内的公务飞行业务量分别为3151架次、4552架次和6297架次，年均增幅超过40%，远远高于公共运输和其他通用航空业务的增长。
